Katherine (Kwan) MacDonald is the Assistant Chief Administrative Law Judge at the California Public Utilities Commission. Prior to her appointment as Assistant Chief, she worked as an administrative law judge with for eleven years. She has been a member of the faculty of the National Judicial College for five years. She has a BA from UCLA, an LLM in Taxation from Golden Gate University School of Law, and a JD from Whittier Law School.
