Julie Chang is an attorney who oversees the Transit Court at the Los Angeles County Metropolitan Transportation Authority (LA Metro) where she has been working for 15 years. She manages a team of hearing officers and administrative staff who are responsible for a neutral, unbiased administrative hearing process. She holds four bachelor’s degrees and a Juris Doctorate from the University of California, Los Angeles. Prior to joining LA Metro, she was a hearing officer for the City of Los Angeles. She also authored research on policy reform and led large-scale community outreach initiatives. Additionally, she has experience at large firms in the private and public sectors, representing both publicly traded and privately held companies, as well as the Federal Trade Commission.
