Muffler was Chief Inspector of the U.S. Marshals Service and was the Administrator of the National Center for Judicial Security (NCJS), a national program that researched, trained, and assessed security measures and countermeasures for the global judicial community. He is an accomplished law enforcement professional with more than 28-years of experience in the field with an emphasis on high-level security matters. He is certified in threat management by the Association of Threat Assessment Professionals. He has lectured globally on judicial security, protective intelligence, and threat assessment and management. He is a faculty member of the National Judicial College and the National Council of Juvenile and Family Court Judges. He has an MS from St. Joseph’s University and a BS from Temple University.
