Judge Halbach has a BA in Political Science from the University of Minnesota and a JD from the William Mitchell College of Law. He worked for the Minnesota Attorney General’s Office for 5 years before entering private practice in North Dakota where he was also an assistant state’s attorney and an adjunct instructor in the legal assistant and peace officer training programs at Lake Regional State College. He became Municipal Judge for Devils Lake North Dakota in 2002, a Hearing Officer for the North Dakota Department of Transportation in 2003 and was designated their Chief Hearing Officer in 2015. He has been a NAHO member for 17 years, attained NAHO certification in 2011, and has served as Regional Representative for the Mountain Region. He is a frequent lecturer for NAHO webinars and conferences and is currently NAHO’s Vice President.
