11C-Tsunami Warning: Impact of Quantum Computing on Hearing Officials
Description
This session explains how quantum-enabled tools enhance case management, evidence analysis, and decisional support in proceedings governed by the APAs and how quantum capabilities may undermine evidence integrity, amplify asymmetries between parties, and create decisional opacity that threatens the foundational premises of fair adjudication. Included will be the specific challenges quantum computing poses for authentication, expert testimony, reproducibility and chain of custody and how APAs and the FRE strain under these pressures. A proposed Quantum Evidence Framework for federal hearing officers, including pre-hearing disclosure requirements foundational admissibility standards, and record integrity protocols will be provided, which will also be useful to state hearing officials.
