James A. Johnson served as Chief Administrative Judge for the Pennsylvania Insurance Department (PID) for 25 years, overseeing its Hearings Office, conducting hearings, and preparing adjudications in cases involving insurance laws and regulations. Prior to joining PID, he spent 13 years in private practice in business litigation and administrative law at the state and federal level. He is a graduate of Penn State University, and graduated magna cum laude from the University of Pittsburgh School of Law where he was an editor on the Law Review. He completed the Fair Hearing and the Advanced Administrative Law courses at the National Judicial College and is certified as an Administrative Law Judge by NAHO. A longtime member of NAHO, he currently serves on its Editorial Board. Throughout his career, he has also served as course planner, presenter, and author involving administrative law and procedure.
