Judge Thomas is an Administrative Law Judge for the District of Columbia's Dept. of Youth Rehabilitation Services (DYRS), presiding over matters involving probable cause, detainee discipline, employee grievances, terminations, residency claims, and revocation of juvenile parole rights. Prior to his ALJ appointment, he served as a Hearing Officer for DYRS, where he developed a comprehensive strategy to protect and expand the rights of individuals facing revocation of their liberty interests. He previously worked as a Policy Advisor for the Deputy Mayor for Health and Human Services providing technical assistance and recommendations. His Bachelor of Science degree was from the University of South Carolina and his Juris Doctor from Western Michigan University Law School.
