Most agencies understand they can be wrong about the facts or the law and accept curative advice from the decisions of adjudicators. Some agencies regard the hearing as a needless inconvenience, expecting adjudicators to affirm the agency regardless, and seem to take it personally when you don’t. A few agencies act outside their own statutes or rules, usually because they’re too unfamiliar with them. Rarely, agencies ignore laws or rules to pursue political agendas.
