Central Panels have developed since the 1970’s to handle a vast array of administrative cases that were once adjudicated by hearing officers within agencies. Although operation and development may vary between States, all handle a multitude of cases as something of a “peoples’ court” within the executive branch of State government. From the viewpoint of a judge who has served in the Georgia Office of State Administrative Hearings (OSAH), both the development and operation of Central Panels has been and remains a fascinating process. This session provides an overview of Central Panels and their operation with a close look at Georgia OSAH’s development and operation.
