Hearing officials have an affirmative duty to manage hearings in a way that creates a full, clear record of the hearing and ensures impartial and prompt resolution of the issues. Self-represented litigants can make that harder. How does an adjudicator guide the hearing without being an advocate for the self-represented? This session reviews best practices for providing a meaningful hearing with the self-represented and tips for working with eccentric litigants.
