Terry Rankin is a retired Appeals Officer formerly with the Department of Administration, Hearings Division. She also served as Insurance Commissioner for the State of Nevada. She presently teaches lawyers and judges for state agencies, the State Bar of Nevada, and the University of Nevada, Reno. She graduated from the University of Arizona College of Law and is licensed to practice law in Arizona and Nevada. She also earned a Certificate in Administrative Law Adjudication from the National Judicial College, a Masters in Judicial Studies from the University of Nevada, Reno, and was a deputy legislative counsel for the Nevada Legislative Counsel Bureau.
