Judge Murrell holds a JD from the University of Memphis (1982), and a BA, cum laude, from Harding University in Searcy, Arkansas. He was in private practice 18 years before serving as Assistant Attorney General in the Civil Division of the Tennessee Attorney General’s Office. In 2005, he joined the Workers’ Compensation Bureau serving as an Administrative Judge and Director of Quality Assurance. In 2018, he was appointed as an Administrative Judge with the Office of the Secretary of State Administrative Procedures Division (Tennessee’s Central Panel). He is a trained mediator and has additional subject matter training for Special Education, Title IX, and property tax equalization cases. Judge Murrell often serves as a Group Facilitator for the flagship administrative law course of the National Judicial College--Administrative Law: Fair Hearing. He earned the designation of Certified Administrative Law Judge through the NAHO in 2013. He has served NAHO as Southeast Region Representative, is a regular NAHO conference presenter and is currently NAHO’sVicePresident.
