Judge Murrell holds a JD from University of Memphis (1982), and a BA, cum laude, from Harding University in Searcy, Arkansas. He was in private practice 18 years before serving as Assistant Attorney General in the Civil Division of the Tennessee Attorney General’s Office. In 2005, he joined the Workers’ Compensation Bureau serving as an Administrative Judge and Director of Quality Assurance. He earned the designation of Certified Administrative Law Judge through the National Association of Hearing Officials (NAHO) in 2013. In 2018, he was appointed as an Administrative Judge with the Office of the Secretary of State Administrative Procedures Division (Tennessee’s Central Panel). He is a trained mediator and has additional subject matter training for Special Education, Title IX and property tax equalization cases. He serves on the NAHO Board of Directors as Southeast Region Representative and is a regular NAHO conference presenter. Judge Murrell often serves as a Group Facilitator for the flagship administrative law course of the National Judicial College--Administrative Law: Fair Hearing.
