Judge Foppert became an Administrative Law Judge for the New Mexico Health Care Authority’s Office of Fair Hearings (OFH) in 2017, hearing appeals of adverse actions across all public assistance categories. He was appointed the Director of OFH in 2023. Judge Foppert primarily hears appeals related to public benefit actions as well as administrative enforcement actions against individuals and health care providers. Judge Foppert is a Judicial Coach and board member for the New Mexico Bar Association’s Judicial Coaching Resources program and joined the faculty at the National Judicial College in 2024. Judge Foppertholds degrees from Guilford College, the University of New Mexico, and Louisiana State University-Shreveport.
